Texas Shield Grant Program

In response to the May 24th, 2022, Uvalde elementary school shooting, TX Governor Abbott announced a grant program for eligible law enforcement agencies to apply for funding for rifle-resistant ballistic shields.

Funds Available
The Public Safety Office (PSO) expects to make available $7 million for FY2024.

 

Funding Areas
Equip law enforcement officers with ballistic shields compliant with the National Institute of Justice (NIJ) standard for Level III, III+, or IV rifle protection.

 

Funding Level
There is no minimum or maximum level and no match requirement under this program.

 

Process
Applicants will respond to this funding announcement by completing an application in eGrants https://eGrants.gov.texas.gov.

Deadlines

• Online System Opening Date - 12/12/2022
• Final Date to Submit and Certify an Application – 02/09/2023 at 5:00PM CST
• Earliest Project Start Date – 09/01/23


Project Periods
Projects must begin on or after 09/01/2023 and may not exceed a 12 month project period.

 

Organizational Eligibility

Applications may be submitted by independent school districts, institutions of higher education, units of local government, the Texas Department of Public Safety and other educational institutions that operate law enforcement agencies employing peace officers under Article 2.12, Texas Code of Criminal Procedure.

All applications submitted by local law enforcement agencies/offices must be submitted by a unit of government affiliated with the agency, including an authorizing resolution from that unit of government. For example, police departments must apply under their municipal government, and community supervision and corrections departments, district attorneys, and judicial districts must apply through their affiliated county government (or one of the counties, in the case of agencies that serve more than one county).

 

Official Qualified Supplier

Only ballistic shields that comply with the requirements of the Office of Justice Programs' National Institute of Justice (NIJ) may be purchased with funding from Texas Bullet-Resistant Shield Grant Program. Point Blank Enterprises and its network of authorized distributors are qualified suppliers.
