When a seemingly routine traffic stop escalated to an officer being shot at situation, then-Sgt. Paul Kotter of the Utah Highway Patrol was sure glad that he was wearing his body armor. He was working a low-risk detail that day and contemplated not wearing his vest, but ultimately decided to wear it because of his ingrained training.
